עמיתי מחזור 2017-18 ממשיכים בביצוע המטלות שלהם ומתחילים לעבוד על פרויקטי המחקר היישומי שלהם לשנה זו.
נושאי המחקר של השנה הזו כוללים:
- מעבר לפתרונות חלופיים, יעילים ונקיים במגזר האנרגיה בישראל, במשרד האנרגיה
- תיאום יעיל בין גורמי ממשל במימון של פיתוח בינלאומי, במשרד ראש הממשלה
- גישות חדשות לשימוש בערבויות ממשלתיות עבור מימון עסקים קטנים, באגף החשב הכללי של משרד האוצר
- אימוץ של העברה ושילוב של טכנולוגיות ישראליות במגזר החקלאי בהודו, במועצה הלאומית לכלכלה
- תכנון של מודלים פיננסיים להאצת הצמיחה של ענף הקלינטק בישראל, ברשות לחדשנות
- תכנון ומידול של כלים אנליטיים להמחשה של היתרונות הפיננסיים והאחרים בשימוש בטכנולוגיות בנייה ירוקות, במשרד להגנת הסביבה
- מודלים חדשים של יוזמות חברתיות, במשרד הרווחה והשירותים החברתיים
- וארגון נכסי האגריטק של ישראל במטרה לאפשר מימון ופריסה של הטכנולוגיות החקלאיות האלו בשווקים מתפתחים, במינהל המחקר החקלאי - מכון וולקני.

| 2017-18 Fellows are continuing their placements and commencing their applied research projects for the year. This year’s research topics include the following:
- transition to alternative, efficient, and cleantech solutions in Israel’s energy sector with the Ministry of Energy
- effective alignment of government actors in international development finance in the Prime Minister’s Office;
- new approaches to using government guarantees for small business financing at the Ministry of Finance, Accountant General;
- adapting Israeli technology transfer and integration into India’s agricultural sector at the National Economic Council;
- design of financing models to accelerate the growth of cleantech in Israel at the Israel Innovation Authority;
- design and modeling of analytical tools to illustrate the financial and non-financial benefits from the use of green building technologies at the Ministry of Environmental Protection;
- new models to financial social enterprises at the Ministry of Social Affairs and Social Services;
- and the organization of Israel’s agritech assets to enable financing and deployment of these technologies in the developing markets at the Agricultural Research Organization-Volcani Center.

בדצמבר נערך בירושלים אירוע הבוגרים של עמיתי מילקן, שבו השתתפו בערך 60 בוגרים. הדובר המרכזי של האירוע, ד"ר יובל קליש, הציג את שיטות העבודה המיטביות ליצירת קשרים, בהסתמך על הרשתות החברתיות. נוסף לבוגרים רבים מהעשורים האחרונים, אירחנו גם בוגרים מהמאה הקודמת (ליתר דיוק, משנת 1995).

| Approximately 60 fellows gathered for an alumni event in Jerusalem in December. The event featured a keynote speaker, Dr. Yuval Kalish, who presented the best practices based on network economics for creating links that make a difference. In addition to many alumni from recent decades, we had the honor of hosting alumni from previous centuries (1995, to be exact).

| Master in Development Practice
|
The Milken Innovation Center and the Hebrew University Graduate School of Business and the Faculty of Agriculture, Food, and Environment began marketing the new Master in Development Practice (MDP) program through development partners, embassies in Africa and India, and direct contacts with interested partner countries. The first group of MDP students is expected to begin in the Fall 2018 Semester.

מרכז מילקן לחדשנות, עם בית הספר למנהל עסקים ועם הפקולטה לחקלאות, מזון וסביבה של האוניברסיטה העברית התחילו לשווק את תכנית הלימודים החדשה לתואר שני בתחום של שיטות פיתוח (MDP), באמצעות שותפים לפיתוח, שגרירויות באפריקה ובהודו ומגעים ישירים עם מדינות שותפות שמעוניינות בכך. הקבוצה הראשונה של סטודנטים צפויה להתחיל את לימודיה בסמסטר סתיו של 2018.

Applied Research and Lab ♦ מחקר יישומי ומעבדות

ב-15 בינואר ארגנו מעבדה לחידושים פיננסיים בנושא האצת צמיחת הקלינטק בתחום של אנרגיה בת קיימא. המעבדה, שהיא חלק מהשותפות העולמית לחדשנות קליפורניה-ישראל, נערכה בשיתוף עם משרד האנרגיה ורשות החדשנות הישראלית. התארחו במעבדה 75 נציגים של ממשל, תעשייה, טכנולוגיה ופיננסים, בהם מומחים בינלאומיים: הנציב דיויד הוכשילד מהוועדה לאנרגיה של קליפורניה, קתרין וולפרם, ביל שלנדר מקבוצת Cleantech to Market - שניהם ממכון האנרגיה של בית הספר למנהל עסקים ע"ש האס באוניברסיטת קליפורניה בברקלי, וויליאם ברוקנבורו, Opterra שירותי אנרגיה (ENGIE שירותים) ורונלד בורוד מחברת Ram Island Strategies, LLC.
כמו כן, התארח במעבדה הסנאטור הנרי סטרן מהסנאט של מדינת קליפורניה. תוך שימוש בשיטות העבודה המיטביות מהמעבר המוצלח לאנרגיה נקייה, יעילה ובת-קיימא שבוצע בקליפורניה, המעבדה הדגישה את האתגרים הכלכליים והפיננסיים שאיתם מתמודד מגזר הקלינטק ואת המכשולים בדרך למעבר לאנרגיה חלופית בישראל.

| We held a Financial Innovations Lab on January 15 on accelerating cleantech’s growth in sustainable energy. The Lab, as part of the California-Israel Global Innovation Partnership, was held in partnership with the Ministry of Energy and the Israel Innovation Authority. The Lab hosted 75 representatives from government, industry, technology and finance, and included international experts David Hochschild, California Energy Commission; Catherine Wolfram; Bill Shelander, Cleantech to Market Group, both from the Energy Institute, Haas School of Business, University of California, Berkeley; William Brockenborough, Opterra Energy Services (ENGIE Services); Ronald Borod, Ram Island Strategies, LLC. The Lab also hosted Senator Henry Stern of the California State Senate. Using best practices from California’s successful shift to clean, efficient, and sustainable power, the Lab highlighted the economic and financial challenges facing the cleantech sector and the barriers ahead for the shift to alternative energy in Israel.

בינואר 2018 מרכז מילקן לחדשנות ומעבדת בלום לכלכלות מתפתחות פרסמו נייר מדיניות שכותרתו "הגשר של ישראל לכלכלות מתפתחות, חדשנות פיננסית לפיתוח בר קיימא." הדו"ח מציין כי למרות הצלחתה של ישראל כאומת סטארט-אפ, היא לא מימשה את הפוטנציאל שלה בהעברת טכנולוגיות וניסיון למדינות המתפתחות. היצואנים וחברות הטכנולוגיה מישראל ממשיכים להחמיץ הזדמנויות להשתתף בפרויקטי פיתוח בחו"ל, כיוון שמימון ראשוני לפרויקטים ולמסחר בישראל הוא יקר מדי או בלתי ניתן להשגה.נייר המדיניות מצביע על כך שישראל מסוגלת לגבש פלטפורמה משולבת למימון של פיתוח עם שירות מלא, שתספק כלי מימון גמישים לגיוס הון פרטי וציבורי לטובת מיזמי פיתוח וליצירת רצף של פרויקטים להשקעה.

| In January 2018, the Milken Innovation Center and the Blum Lab for Developing Economies released a new policy brief entitled, “Israel’s Bridge to Developing Economies, Financing Innovation for Sustainable Development.” The policy brief points out that despite its success as a startup nation, Israel has not realized its potential to transfer technology and experience to the developing world. Israeli exporters and tech companies continue to miss out on development project opportunities abroad because initial project and trade financing at home is either too costly or impossible to obtain.
This policy brief shows that Israel can create a full-service and integrated development finance platform to provide flexible financing tools to mobilize private and public capital for development ventures and build a pipeline of investable projects.

- השתתפות בסדנה של הפרויקט "אופק 2020" של האיחוד האירופי, בנושא כלכלה מעגלית ומודלים עסקיים חדשים. הסדנה נערכה בסנטיאגו דה קומפוסטלה, ספרד, כחלק מפרויקט להצגה של משק המים הישראלי כחקר מקרה של שיטות עבודה מיטביות מבחינה סביבתית ועסקית.
- במסגרת הוועידה הדו-שנתית של WATEC הצגנו מודלים פיננסיים חדשניים בדיון שולחן עגול של ה- OECD בנושא מימון תשתיות מים. את הוועידה ארגנו OECD, מועצת המים העולמית וממשלת הולנד, והיא התמקדה בסוגיות מפתח, בהן חדשנות, מימון מעורב והתפקיד של רגולציה בעידוד או בעיכוב של השקעות באספקת מים בטוחה.
- השתתפות במפגש ודיון מיוחד בוועידת WATEC על שיתוף הפעולה בין ישראל לאפריקה בתחום המים. האירוע אורגן על-ידי משרד האנרגיה והמים והשתתפו בו גורמים בכירים מעולם העסקים ומובילי מדיניות ממדינות ישראל ואפריקה שמעורבים במגזר המים.
- ארגנו באוניברסיטת קליפורניה בברקלי סמינר במעמד אנדרו לו מ-MIT וגם השתתפנו בסמינר זה. הסמינר עסק בסוגיה איך לארגן הקמת קרן-על למסחור של טכנולוגיות ביו-רפואיות. זאת בהתבסס על העבודה שלנו בנושא איך לקדם פתרונות ביו-רפואיים בישראל ובקליפורניה, במסגרת השותפות העולמית לחדשנות קליפורניה-ישראל.

- Participated in European Union Horizon 2020 project workshop about circular economy and new business models. Workshop was held in Santiago De Compostela, Spain as part of a project to highlight Israel’s water economy as a case study of good environmental and business practices.
- As part of the biannual WATEC conference, presented innovative financial models at an OECD Roundtable on Financing Water infrastructure. The conference was convened by the OECD, the World Water Council, and the Government of the Netherlands and focused on key issues, including innovation, blended finance and the role regulation in stimulating, or hindering, investment in water security.
- Participated in a special meeting and discussion about Israel-Africa-Water cooperation at the WATEC conference. The event was convened by the Ministry of Energy and Water and included business and policy leaders from Israel and African countries involved in the water sector.
- Organized and participated in a seminar with MIT’s Andrew Lo at the University of California-Berkeley on how to organize the creation of a mega fund for the commercialization of biomedical technologies. This builds on our work on how to accelerate biomedical solutions in Israel and California, as part of the Cal-Israel Global Innovation Partnership.

ארגון והנחייה של סדנת "Power Africa", במטרה לקדם פרויקטים לפיתוח אנרגטי באפריקה, בהשתתפות חברות ישראליות. את הסדנה אירחה המעבדה הפיננסית של Citi בתל אביב, והשתתפו בה יותר מ-50 משתתפים. רון אייפר ממשרד ראש הממשלה, אנדרו הרשקוביץ, מנהל "Power Africa" וג'רמי בנטלי מסיטיבנק הציגו סקירה של מודלים פיננסיים מעורבים לבניית שותפויות פיננסיות בנות קיימא עבור פרויקטי פיתוח בשווקים מתפתחים.

| Organized and moderated a Power Africa project development workshop to facilitate the development energy projects in Africa with the participation of Israeli companies. The workshop included over 50 participants and was hosted by Citi Financial Lab in Tel Aviv. Ron Eifer of the Prime Minister’s Office; Andrew Herscowitz, Director of Power Africa; and Jeremy Bentley of Citibank presented an overview of blended financial models to build sustainable financial partnerships for development projects in emerging markets.
