עמיתי מרכז מילקן לחדשנות מחזור 2019-1918 לקראת סיום התוכנית. העמיתים שובצו במשרדי הממשלה השונים: משרד הכלכלה, משרד האוצר, המשרד להגנת הסביבה, ברשות לחדשנות ובעיריית ירושלים. בין המחקרים שעסקו בהם ניתן למצוא: מחקר על האצת הצמיחה בקלינטק; כלי מימון לפיתוח עבור פרויקטים בינלאומיים בכלכלות באפריקה ובהודו; מימון חברות קטנות ובינוניות; ופתרונות פיננסיים לחיזוק התקציב הפיסקלי בירושלים.

The 2018-19 Israeli Fellows are nearing completion of their assignments. The Fellows were placed in professional internships at the Ministry of Economy, Ministry of Finance, Israel Innovation Authority, Ministry of Environmental Protection and the Municipality of Jerusalem. Examples of the Fellows work include accelerating the growth of the cleantech sector, developing financial tools for international development projects in developing economies in Africa and India, SME financing, financial solutions to strengthen Jerusalem fiscal conditions.

עמית גוגל למדיניות לשנת 2019, יונתן וינטר, סיים את ההתמחות שלו. במסגרתה בחן את המדיניות הציבורית בנוגע לטכנולוגיות מידע ותקשורת מבוססות אינטרנט תוך שימוש בכלכלה התנהגותית ככלי להסדרת האינטרנט.

We completed work with our first Google Policy Fellow for 2019, Jonathan Winter whom examined public policy concerning internet-based information and communications technologies and growth in new markets and the Israeli economy using behavioral economics as a tool in Internet regulation.

Blum Global Fellows ♦ עמיתים גלובליים ע"ש בלום

The 2019 Blum Global Fellows from Rwanda, Kenya, Ecuador, and Nigeria are working on development projects that will be implemented in their home countries. Examples of projects include an alternative energy solar solution in Kenya with Gigawatt Global, a fintech solution to open credit and banking services for small holder farmers in Peru and Ecuador with AvenueGT, a participation loan program with the ICT Chamber in Rwanda, a hub and spoke project design for precision irrigation for small holder farmers in Kenya with Netafim, a value chain solution to facilitate efficient trade for small holder farmers with Farmster in Rwanda and Kenya, and the development of a post-harvest solution for cassava farmers in Nigeria with the Volcani Research Institute.

דו"ח המעבדה יצא לאור

בהמשך למעבדה לחדשנות פיננסית של מעבדות בלום לכלכלות מתפתחות, כחלק ממיזם משותף עם משרד ראש הממשלה במטרה לעצב פלטפורמת מימון פיתוח למדינת ישראל, פרסמנו ב-17 ביוני את דו"ח המעבדה שהופק בנושא וקיימנו שולחן עגול שעסק בקווים מנחים לתוכנית המוצעת לפלטפורמת מימון פיתוח למדינת ישראל. קבוצת העבודה כללה נציגים מהתעשייה, שוקי ההון ומוסדות פיננסיים, חברות טכנולוגיות, חברות למימון פיתוח, ואנשי מקצוע במדיניות ציבורית. בהמשך לשולחן העגול, גיבשנו קווים מנחים בדוח המעבדה בנוגע לעיצוב התוכנית החדשה. ב-21 בינואר דווח בעיתון הארץ על תוכניות ליישום החלטת הממשלה בדבר יעדי פיתוח ברי קיימא וקידום תוכניות עבור בנק פיתוח בינלאומי.

Lab report was released

Following the Blum Lab for Developing Economies Financial Innovation Lab as part of a joint venture with the Prime Minister’s Office on designing a development finance platform for Israel in January, the Lab report was released on June 17 with a working team meeting to discuss proposed program guidelines for Israel development finance platform. The working group included representatives from industry, capital markets and financial institutions, Tech firms, development finance, and public policy practitioners. Following the the workshop, we drafted guideline in the Financial Innovations Lab report new program’s design. Haaretz reported on the implementation plans for the government decision on Sustainable Development Goals and advancing plans for an international development bank on January 21.

גלן יאגו סיים 14 שבועות של הוראת קורסים במימון פיתוח חדשני במסגרת תוכנית MBA בבית הספר לעסקים של אוניברסיטת קליפורניה בסן דייגו, ובתוכנית MDP באוניברסיטת קליפורניה בברקלי; במקביל שימש גם כמרצה במרכז בלום לכלכלות מתפתחות שבאוניברסיטת ברקלי. גלן גם העביר סמינר מקצועי על "חדשנות עסקית בדרך לא סלולה: לקחים מהמעבדה הגלובלית של ישראל".

גלן נטל חלק בוועידה הבינלאומית בנושא "חדשנות בשרשרת אספקת מזון חקלאי" שהתקיימה במרכז למדעי הביולוגיה של אוניברסיטת קליפורניה בברקלי, והרצה בה על "מימון יצירתי לחדשנות בשרשרת אספקה חקלאית".

בפברואר נטלנו חלק במעבדת החדשנות הפיננסית של מכון מילקן באוקלנד, קליפורניה, שעסקה בדיור בר השגה.

a workshop session on “DevTech: Meeting SDGs through Disruptive Technologies,” including a discussion of business and policy leverage through capital structuring with Sean Hinton (CEO, Soros Economic Development Fund), Daniel Martinez-Valle (CEO, Mexichem), and Tamar Pashtan (CIO, Vital Capital) and specific DevTech applications from Danielle Abraham (Volcani International Partnerships discussing ag food tech), Chena Sinha (Founder and Chair, Mann Deshi Bank on fintech for financial inclusion), Tally Zingher (Chair, Dawsat on AI applications for nutrition and health), and Alix Zwane (CEO, Global Innovation Fund on impact investing as both an investment vehicle and development tool).

a working dinner on impact investing and development finance was hosted by David Lane (Annenburg Trust) and Alix Zwane (Global Innovation Fund) which included active discussion of building the product and project pipeline with David Bohigian, Acting CEO, OPIC; Christopher Hurst, Palladium Group, Michael Meltzer, Director, Development Credit Authority, USAID; John Buley, Duke University Fuqua School; Chris Lee, Milken Institute; Lorenzo Bernasconi, Rockefeller Foundation and others.

Glenn Yago completed 14 weeks of teaching innovative development finance courses at the MBA program at UC-San Diego’s Rady School of Business and at the MDP program at the University of California, Berkeley while also being a practitioner in residence at the Berkeley’s Blum Center for Developing Economies. He also taught a professional seminar on “Business Innovation Off-Road On-Ramps: Lessons from Israel’s Global Lab.”
Glenn also participated in the international “Innovation in Agrifood Supply Chains Conference” at the UC-Berkeley Biosciences Center lecturing on “Creative Finance for Agricultural Supply Chain Innovation.”

We participated in the Milken Institute’s Financial Innovation Lab in Oakland, California in February on affordable housing.

וושינגטון:

גלן יאגו דיבר בפאנלים על "אומה בת-קיימא" (Imagination Productions) וליווה את הקרנת הבכורה של הסרט התיעודי החדש, באורך שעה, על משבר המים העולמי וההצעות לפתרון שהוצגו בוועידת מדיניות אייפא"ק שנערכה בחודש מרץ האחרון בוושינגטון. הסרט כלל ראיונות עם משתתפים מרכזיים ממעבדה לחדשנות פיננסית שערכנו בנושאי מים ואנרגיה. במפגש השתתפו גם בוני גליק, סגן המנהל של ה-USAID, מפיקי הסרט, ואישים נוספים העוסקים בפתרונות טכנולוגיים ובמימון פיתוח. מלבד הייעוץ בנושא עלילת הסרט, ביצענו מחקר שסייעו להוספת חומרים לאתר המשאבים החינוכיים של הסרט התיעודי.

גלן יאגו נפגש בחודש מרץ עם אנשי המטה של OPIC ו-USAID ודן איתם בנושא יוזמת מימון הפיתוח הישראלית החדשה והעביר סמינר בנושא "תשתית פיננסית עבור תאגיד מימון בינלאומי" שיועד לעמיתי שוקי ההון במכון מילקן והתקיים במרכז המכון לשווקים פיננסיים.

התקיימו מספר מפגשים שנערכו במרכז לשווקים פיננסיים שבמכון מילקן, בהם נדונו פרויקטים שיתופיים, כולל פרויקט של קרן UBS Optimus בנושא אפשרויות השקעה בחדשנות חברתית לטיפול בבעיות התפתחות אצל ילדים.

In Washington:

Glenn Yago spoke at panels on “Sustainable Nation”(Imagination Productions) accompanying the debut of the new hour-long documentary about tech solutions to the global water crisis at the 2019 AIPAC Policy Conference in Washington DC in March. The session included participation from Deputy Administrator of USAID Bonnie Glick, the film’s producers, and others engaged in development finance and tech solutions. The film included interviews with key participants from our food, water, energy Labs. Aside from advising on the film’s story, our research and work contributed materials for the documentary film’s educational resources website.
Glenn Yago also held March meetings with OPIC and USAID staff on the new Israeli development finance initiative and taught a seminar on Infrastructure Finance for International Finance Corporation-Milken Institute Capital Markets Fellows at the Institute Center for Financial Markets in March.
Meetings were also held at the Center for Financial Markets at the Milken Institute on collaborative projects including the IFC-MI Capital Markets Fellows program and UBS Optimus Foundation project on investible social innovations to address child development problems.

In Jerusalem:

On February 17, Michael Milken joined us directly after the Milken Institute’s Abu Dhabi Summit. He met with both our Israeli and Global Fellows who reported on their research and fieldwork. Mike shared his thoughts about Africa, Israel and technology powered solutions emerging from our work and the importance of building a bridge to developing markets.

Steve Zecher presented models for creating a regional finance development platform for Palestinian and Israeli business development to a visiting U. S. Congressional and business delegation on February 20. He also hosted the Latin American Triple Impact Innovation Mission to Israel on May 2.

From June 12-18, Richard and Annette Blum followed a rigorous weeklong itinerary covering site visits to key signature projects emerging from our financial innovation and project development labs and our project-based education and training of fellows focusing on sustainable development. Mr. Blum met extensively with our Fellows and their training sponsors on assignments in food and ag tech (in the Eastern Galilee and Golan), environmental finance (on transboundary water issues between Israel and the Palestinian Authority) and renewable energy projects (as part of the MOU with Power Africa and USAID). He also joined in the workshop with the Prime Minister’s Office joining financial, business, and tech leaders that launched the Lab report on June 17. Reported in Haaretz, June 19.
At a session organized by the Ministry of Foreign Affairs and Hebrew University on June 11, Glenn Yago discussed with Pierre Heilbronn, Vice President of Policy and Partnerships of the European Bank for Reconstruction and Development future partnerships structures for Israeli’s emerging interest and engagement in sustainable development finance.

בהתבסס על הפעילות של מרכז מילקן לחדשנות בנוגע להשקעות אימפקט, שכלל סדנת הכשרה לצוותים ולמנהיגות הבינלאומית של קרן היסוד, הקרן השיקה את הקרן הראשונה שלה להשקעות אימפקט, ומינתה את גלן יאגו כחבר בוועדה המייעצת שלה.

לאחר תוכנית הכשרה לעובדים חדשים של משרד האוצר, שהתקיימה בקיץ שעבר בבית הנשיא, עבור הבנק האירופי לשיקום ופיתוח (EBRD), בנק הפיתוח הבין אמריקאי (IDB) והבנק העולמי, העבודה מתנהלת בהקשר ליוזמות מימון פיתוח המוצגות במעבדה שלעיל. בין היתר, על סמך משימותיהם של עמיתים במשרד הכלכלה ובמשרד האוצר (בלשכת הכלכלן הראשי וראש הלשכה הכללית לחשבונאות), ממשלת ישראל פרסמה לאחרונה קריאה להגשת הצעה (עד ל-15 בספטמבר) לניהול קרן השקעות בהיקף של 250 מיליוני דולרים שיושגו מכספי משקיעים מוסדיים ישראליים, אשר תשקיע בפרויקטים תשתיתיים במדינות היעד, ותזכה להגנת מדינה מפני הפסדים. הקרן תפעל לתקופה של עד 15 שנים במנגנון השקעה מעורב בשיתוף פעולה עם IDB Invest, זרוע ההשקעה הפרטית של הבנק הבין אמריקאי לפיתוח, ה-IDB.

As a field school engaged in educating, incubating, and accelerating impact investments for sustainable development, recent results include the following:

Based on the Milken Innovation Center’s work on impact investment, including workshops with Keren Hayesod (KH-national institution established in 1920 to further national priorities) training KH staff and international leadership, KF launched its first Keren Hayesod Impact Fund and appointed Glenn Yago to its Advisory Board.

After our training at the President’s House on blended finance for new Ministry of Finance hires for the European Bank for Reconstruction and Development (EBRD), Inter-American Development Bank (IDB), and World Bank last summer, work proceeded related to development financing initiatives presented at above Lab. Based, in part, upon Fellows assignments at the Ministry of Economy and Ministry of Finance (in the Chief Economist’s Office and the General Accountant’s Office), the government recently published a call for bids due on September 15 to manage a 15-year fund of $250 million from Israeli institutional investors to invest capital in regional infrastructure projects in partnership with the Inter-American Development Bank (IDB-Invest) leveraged in part by a catalytic first loss government partial guarantee.

The above tender builds upon previous Labs on financial inclusion and the building of a social capital market and a resulting directive by the Capital Market Authority led by Dorit Salinger instructing institutional investors to disclose “aspects of responsible investment in their investment policy that take social impact into consideration, in addition to considerations of profit, including corporate governance, environmental protection, social justice, and human rights.”

Based upon work on past Labs, Fellows assignments at the Bank of Israel, Ministries of Finance and Social Affairs, Ogen (formerly Israel Free Loan Association) launched the Israel Social Loan Fund as an impact investment fund providing loans to small businesses, first time home buyers and non-profit organizations. The Ogen Social Loan Fund is a forerunner to Ogen-Israel Social Bank, the first non-profit digital social bank in Israel providing affordable and transformative credit solutions and financial services to all Israelis. Ogen is working closely with the Bank of Israel to receive a banking license, expected in late 2019, having already raised requisite equity through impact investors.
