תכנית העמיתים הישראלית לשנת 2018-2019 יצאה לדרכה. העמיתים משובצים במשרדי הכלכלה, האוצר והגנת הסביבה, ברשות החדשנות ובעיריית ירושלים. העמיתים הם: ריאן מקס, הדס קרשאי, טל ישראלי, גיא הילב, אליאור בלייח ודורון קול. העמיתים כבר הגישו את הצעות המחקר שלהם בנושאים כמו האתגרים הפיננסיים של עיריית ירושלים, מימון פיתוח בינ"ל, ומדיניות טכנולוגיה וסביבה.

| The 2018-19 Israeli Fellows program is underway. The Fellows are placed in professional internships at the Ministry of Economy, Ministry of Finance, Israel Innovation Authority, Ministry of Environmental Protection and the Municipality of Jerusalem. The Fellows include: Ryan Macks, Hadas Karshai, Tal Israeli, Guy Hilb, Elior Bliah, Doron Koll. The fellows already submitted their research proposals addressing fiscal challenges in Jerusalem, Development Finance, Technology and Environment policy and program development.

Global Fellows ♦ עמיתים גלובליים
|

|
|
לתכנית העמיתים הגלובלית לשנת 2019 גייסנו עמיתים מניגריה, רואנדה, אקוודור וקניה. שבעת העמיתים הנבחרים יתחילו את ההכשרה וההשמות שלהם בחודש פברואר 2019. העמיתים הם: אנה קירולה, כריסטלה וואמאהורו, דן אמיאס, דוד קריוּקי, אלוֹסי מתיוּ קנגאי, ריצ'רד קמאוּ איברהים וטמיטאיוֹ במידלה. העמיתים ישובצו בהשמות ויעסקו בפרויקט יישומי איתו יחזרו למדינת המוצא שלהם.
בחרנו גם עמית Google לשנת 2019. יונתן וינטר יתמקד במדיניות בתחום הטכנולוגיה. הוא בוחן מספר נושאים שקשורים למדיניות האינטרנט בישראל.

| We have also recruited the 2019 Global Fellows from Nigeria, Rwanda, Ecuador and Kenya. These seven fellows will begin their internships and seminar work in February 2019. The Fellows include: Ana Quirola, Christella Uwamahoro, Dan Amias, David Kariuki, Elosy Mathiu Kangai, Richard Kamau Ibrahim, Temitayo Bamidele.
We selected a Google Fellow for 2019. Jonathan Winter commenced his work as a fellow and will focus on technology policy. He’s examining several topics related to internet policy in Israel.

מעבדה לחדשנות פיננסית:
ב-8 בינואר נערכה מעבדה לחדשנות פיננסית בחסות מעבדת בלום לכלכלות מתפתחות, בירושלים. זאת במסגרת מיזם משותף עם משרד ראש הממשלה. מטרת המעבדה היתה לתכנן פלטפורמה למימון של פיתוח בינלאומי ובתכנון גוף פיננסי שיוצג לממשלה ברבעון הראשון של 2019.

| Financial Innovations Lab:
On January 8, the Blum Lab for Developing Economies sponsored a Financial Innovation Lab as part of a joint venture with the Prime Minister’s Office on designing a development finance platform for Israel. This Lab focused on the need for a development finance platform, the tools needed, and the design of a finance facility to be presented to the Government during the first quarter of 2019.
The Lab included the members of the Inter-ministerial Committee established under Government Decision 4021, representatives from a variety of international development finance institutions, technology companies and research and development institutions. The international experts at the Lab included Orli Arav, Managing Director and Founder of Emerging Markets and Infrastructure Finance Advisory in London; Aron Betru, Managing Director, Center for Financial Markets at the Milken Institute in Washington; Colin Buckley, Chief Operating Officer at the UK’s CDC Group; Amanda Fernandez, Director at Palladium and Project Director with USAID; Martin Habel, Manager of IFC’s Treasury Clients Solutions team for Africa, Europe, Middle East, and Central Asia; Rene Karsenti, President of the International Capital Markets Association; Michael Kashani, Global Head of ESG Portfolio Management – Fixed Income at Goldman Sachs Asset Management; John Finnigan, Head of Development Organizations at the Corporate/Investment Banking Citi; Trang Tran, Manager of Convergence’s Design Funding Program; and Charles Bleehen, senior advisor on development finance to the Bill & Melinda Gates Foundation and the Global Agriculture and Food Security Programme (World Bank Group).

בת-אל נאור, בוגרת תוכנית העמיתים, הובילה דיון בנושא רפורמות בענף החשמל בישראל, בניהול משרד האנרגיה ובשיתוף משרדי האוצר, הכלכלה והגנת הסביבה לצד נציגי המגזר הפרטי. הדיון כלל ניתוח של רגישות למחירים וההשפעות הכלכליות של תכניות ותרחישים שונים לרפורמות בענף החשמל.

| Israel's power industry reforms
Milken Fellow Bat-El Naor led a working group meeting led by Ministry of Energy and with ministries of finance, economy, and environmental protection, and private sector representatives on Israel's power industry reforms. The meeting included an analysis of the price sensitivity and economic impacts of various reform policies and scenarios.

We held a December Alumni Event dealing with the challenges of the workforce. Alumni Safa Younes, Ministry of Social Affairs; Yali Rotenberg, CFO, Bezek; Ruby Ginel, Director General, Israel Industry Association; and Shira Eting, Director General, Bnei Zion Academy led a discussion on post- Fellowship career development.

| African Green Revolution Conference
Blum Lab for Developing Economies participated in the African Green Revolution Conference in Kigali, Rwanda in September, including direct meetings with the Rwanda Development Board, Ministry of Finance, Rwanda Capital Markets Authority, Private Sector Federation, and meetings with private and public investors, including the International Finance Corporation and the Tony Blair Institute for Global Change.

Milken Innovation Center’s Glenn Yago attended the IFC-Milken Institute Fellows Alumni Workshop in Nairobi, Kenya, participating in discussions with mid-career Ministerial staff from multiple African countries. Meetings also included discussions with Convergence on working together on international development finance projects and the Kenyan Investment Mechanism with USAID.

| Regional Funds
Following up on the 2014 Report on Strengthening Israeli’s Regions completed for the Ministry of Economy, two specific regions requested presentations and ideas for implementing such regional funds- Eastern Galilee Cluster and Judaea and Samaria (for both joint Israeli and Palestinian Projects). Presentations for working groups in both regions were prepared and delivered at the Eastern Galilee Cluster in Qatzrin and at Ariel University. These ideas were also presented to meetings of Israeli and Palestinian representatives at the U. S. Embassy hosted by Amb. David Friedman.
