העמיתים של מחזור 2017-18 משלימים בימים אלו את התמחותם, ומסיימים בימים אלה את פרויקטי המחקר היישומי שלהם.
אשכול פיתוח בין-לאומי
♦ אחד מאשכולות העמיתים המרכזיים בתכנית של 2017 - 2018 הוא עיצוב ופיתוח של פלטפורמת פיתוח בין-לאומית עבור ישראל.
לדוגמה, מעבדת בלום לכלכלות מתפתחות אירחה כנס שולחן עגול לסקירת יוזמות פיתוח משותפות בין ישראל והודו לקידום פתרונות אגרו-טכנולוגיים מתוצרת ישראל לשוק ההודי . בשולחן העגול, הציג דרור שבדרון – עמית, במועצה הלאומית לכלכלה – את מחקרו בנושא הכלים הפיננסיים הנחוצים לחיזוק הקשרים הכלכליים שבין מגזרי החקלאות של ישראל והודו. בשולחן העגול הוצגו רעיונות חשובים, הרלוונטיים ליוזמתה החדשה של ממשלת ישראל לפתח אסטרטגיה חדשה למימון פיתוח עבור המדינה.
בדיון השתתפו נציגים ממשרדי הממשלה, לרבות משרד האוצר, החוץ והכלכלה, וכן נציגים מן המגזר הפרטי.
♦ יוזמה נוספת שנערכה במשרד רה"מ, בהובלת העמיתה ענת כרמל – הייתה פיתוחה של יוזמה אסטרטגית לבניית פלטפורמה לפיתוח בין-לאומי ולקידום יעדי פיתוח בר-קיימא לאומיים על-ידי הממשלה. בעקבות יוזמה זו, התקבלה בחודש יולי החלטת ממשלה.

| The 2017-18 Fellows finished their internship and are completing their applied research projects for the year.
International Development Cluster
♦ One of the key clusters of Fellows in 2017-2018 was the design and development of an international development platform for Israel. For example, our Blum Lab for Developing Economies hosted a roundtable to review the development initiatives between Israel and India on promoting Israeli Agritech solutions in the Indian market. At the roundtable, Dror Shvadron, Milken Fellow at the National Economic Council, presented his research about the financial tools needed to promote stronger economic ties in the agricultural sector between Israel and India. The roundtable presented important ideas relevant to the Government of Israel’s new initiative to develop the country’s new development finance strategy. Representatives from the Ministries included the Ministry of Finance, Foreign Affairs, and Economy, as well as the private sector participated in the discussion.
♦ Another initiative led by Fellow Anat Carmel at the Prime Minister’s Office was the formulation of a strategic initiative to assign the government to build a platform for international development and work towards sustainable development goals for the nation. This work resulted in a Government Decision issued in July.

מעבדה לחדשנות פיננסית:
קיימות פיסקלית בירושלים
ביולי, קיימנו מעבדה לחדשנות פיננסית שמטרתה הייתה לעצב כלים חדשים שיסייעו בהשגת קיימות פיסקלית בירושלים ובהאצת פרויקטים לפיתוח כלכלי בעיר. אירוח המעבדה התבצע בשיתוף עם המשרד לענייני ירושלים ומורשת, ובין המשתתפים נמנו השר זאב אלקין, השר לענייני ירושלים ומורשת.
כמו כן, השתתפו במעבדה מומחים בין-לאומיים כגון ראש מעבדת החדשנות בתכנית הממשל האמריקאי של בית הספר לממשל ע"ש קנדי באוניברסיטת הרווארד – סטיבן גולדסמית', שכיהן בעברו כראש העיר אינדיאנפוליס וסגן ראש העיר ניו-יורק; נשיאת Epoch Advisors והגזברית לשעבר של עיריית שיקגו – לואיס א. סקוט; מנכ"ל Lamont Financial Services וסמנכ"ל לשעבר במורגן סטנלי – מייקל קולטון.
התוצאות המקדימות מן המעבדה הניבו עבור צוותי המשימה סדר יום למחקר ולמידול במספר תזרימי עבודה, לרבות מקורות הכנסה חדשים וחסכון בעלויות, כלים פיננסיים ואסטרטגיית פיתוח כלכלי

| Financial Innovations Lab:
Toward Fiscal Sustainabilty for Jerusalem
We hosted a Financial Innovations Lab on July 15 to design new tools to achieve fiscal sustainability for Jerusalem and accelerate economic development projects. The Lab was hosted as a joint venture with the Ministry of Jerusalem and Heritage and included the participation of the Ministries of Finance and Interior, and the Municipality of Jerusalem. The Lab hosted international experts, including Stephen Goldsmith, Director of the Innovations in American Government Program at Harvard’s Kennedy School of Government and former Mayor of Indianapolis and Deputy Mayor of the City of New York; Lois A. Scott, President of Epoch Advisors and former CFO of the City of Chicago; and Michael Colton, Managing Director of Lamont Financial Services, and formerly with Morgan Stanley. The preliminary results from the Lab produced an agenda for research and modeling by work teams on several work streams, including new revenue sources, cost savings, financing tools, and economic development strategy.

פרויקט איחוד האירופאי בכלכלה מעגלית
כחברים ביוזמה לקידום כלכלה מעגלית ומודלים עסקיים בני קיימא של הנציבות האירופית, במסגרת תכנית Horizon 2020 של האיחוד האירופי, הכנו מקרה בוחן על מגזר המים בישראל. מרכז מילקן לחדשנות השתתף בסדנאות בוורשה (באפריל) ובלונדון (ביוני) – שבהן הוא הציג את מקרה הבוחן של ישראל לצד סקירה של מקרי בוחן ממגזרים אחרים באירופה, לרבות ענפי האלקטרוניקה, הטקסטיל, התחבורה, המזון והבנייה. הפרויקט של האיחוד האירופי כולל חמישה-עשר שותפים משתיים-עשרה מדינות, ומטרתו לנסח המלצות עבור האיחוד האירופי בנושא מדיניות לפיתוח מוגבר של מודלים עסקיים מעגליים ובני-קיימא במגזרי צמיחה מרכזיים.
קורס הערכת סיכונים
בשיתוף עם בית הספר למינהל עסקים של האוניברסיטה העברית, אירחנו באוניברסיטה קורס מרוכז בהובלת פרופסור רוג'ר שטיין שעסק בהערכת סיכונים בתיקי השקעות ובאסטרטגיות מימון באמצעות מידול מבוסס נתונים.

| EU Circular Economy R2Pi Project
As a member of the European Union’s (EU) Horizon 2020 circular economy and sustainable business models initiative, we prepared a case study about Israel’s water sector. The Milken Innovation Center participated in workshops in Warsaw in April, and London in June to present the Israeli case study and review case studies in other sectors from Europe, which include electronics, textiles, transportation, food processing, and building. The EU project includes fifteen partners from twelve countries and will produce policy recommendations to the EU to strengthen the development of sustainable, circular business models in key growth sectors.
Portfolio Risk Assessment Course
In a partnership with the Hebrew University Graduate School of Business, we hosted a special course at the Hebrew University by Prof. Roger Stein about portfolio risk assessment and financing strategies through data driven default modeling.

Roundtable with Janet Napolitano
On May 7th, we hosted a briefing in Jerusalem with Janet Napolitano, President of the University of California. The briefing included an update about our work on the California-Israel Global Innovation Partnership and the expansion of our partnership with the University of California.
The discussion with President Napolitano focused on capturing value from the creation of technology assets and strengthening partnerships between university, government, and industry. Colleagues from the Israel Innovation Authority, university tech transfer offices, the National Economic Council, and technology investors participated in the briefing.

במאי, אירחנו בירושלים תדרוך עם נשיאת רשת אוניברסיטאות קליפורניה ג'נט נפוליטנו. התדרוך כלל עדכון על פעילותנו בשותפות קליפורניה-ישראל לחדשנות גלובלית ועל הרחבת שותפותנו עם אוניברסיטת קליפורניה.
הדיון עם נפוליטנו התמקד בהנבת ערך מיצירת נכסים טכנולוגיים ובהגברת שיתוף הפעולה בין האקדמיה לממשלה ולתעשייה. בתדרוך השתתפו שותפים מרשות החדשנות, ארגוני העברת מידע טכנולוגי, המועצה הלאומית לכלכלה ומשקיעים. |

כנס מילקן העולמי 2018
בכנס מילקן העולמי לשנת 2018 שהתקיים בלוס-אנג'לס, ערכנו שלושה פאנלים שהתמקדו בנושאי הליבה המרכזיים:
פאנל פתוח תחת הכותרת "בניית גשרים לכלכלות מתפתחות: דיווחים מתחום היישום" בהנחיית גלן יאגו.

במאי ערכנו סדנה במימון פיתוח בין-לאומי עבור משלחות משרדי האוצר והחוץ לבנק האירופי לשיקום ופיתוח ולבנק העולמי לפיתוח. הסדנה נערכה בחסות הנשיא ראובן ריבלין והתמקדה בשיטות מימון משולב.

| Milken Global Conference 2018
As core elements of the 2018 Milken Global Conference in Los Angeles, we organized three panels:
An open panel called “Building Bridges to Developing Economies: Reports from Field Practice” led by Glenn Yago. Speakers included: Clare Akamanzi, CEO, Rwanda Development Board; Peretz Lavie, President, Technion-Israel Institute of Technology; Eli Groner, Director General, Prime Minister’s Office, and Janet McKinley, Founder Principal Investor, Advance Global Capital; and Julie Monaco, Managing Director, Global Head Public Sector Investment Banking, Citi.
An invitation only event focused on “Reinventing Development Finance” moderated by Laura Tyson, Distinguished Professor of the Graduate School, Berkeley Haas School of Business and Chair, Blum Center for Developing Economies Board of Trustees. Speakers included: Richard Blum, Chairman, Blum Capital and Founder, Blum Centers for Developing Economics, University of California, Berkeley; Madalitso Mandiwa, Chief Economist, Ministry of Finance, Republic of Malawi; Gil Shaki, Senior Director, Energy, Cleantech and Infrastructure, Israel Innovation Authority; Glenn Yago, Senior Fellow and Founder, Financial Innovations Labs, Milken Institute and Senior Director, Milken Innovation Center, Jerusalem Institute; and David Zilberman, Professor, Department of Agricultural and Resource Economics, University of California at Berkeley. This discussion began to layout the work streams for building new models in development finance.
Development Finance Workshop at the President's Residence
We presented (May 17) a workshop under the auspices of President Reuven Rivlin on International Development Financing about Blended Finance Practices for the international delegations from the Ministry of Finance (and Ministry of Foreign Affairs) to the European Bank for Reconstruction and Development and the International Development Bank.
