Requirement for Proof of Negative COVID-19 Test for All Air Passengers Arriving in the U.S.

Dear Clients,

All air passengers arriving at the United States from a foreign country will be required to be tested no more than 3 days before their flight departs, and to provide proof of the negative result to the airline before boarding the flight. This, per an Order issued this week by the Centers for Disease Control that will come into effect on January 26, 2021. The requirement to present proof of a negative COVID-19 test applies equally to U.S. citizens, permanent residents and foreign nationals.

Under the Order, any flight entering the US, even for a connection, will require testing before departure. Airlines must confirm the negative test result for all passengers before boarding. If a passenger chooses not to provide a test result the airline must deny boarding to the passenger.

Individuals who present documentation of having recovered from COVID-19 are not subject to this new requirement. Documentation of recovery will generally consist of viral test results and a letter from a healthcare provider or public health official. Also exempted from the Order are children under the age of 2.

Israel’s “green passport” for those who have received both doses of a COVID-19 vaccine will NOT be honored. The CDC has made clear that even travelers who have had a COVID-19 vaccine are required to provide a negative COVID-19 test result.

While there is no national quarantine requirement, the CDC recommends that travelers get tested 3-5 days after travel and self-quarantine for 7 days after travel.
