The debate over the range of means at the disposal of the State of Israel in its continuous war against terror has been a constant feature of recent years. This month, the Institute is presenting its contribution to the discussion with a comprehensive survey of the use of citizenship revocation, demolition of houses and targeted killings. The Institute is also poised to significantly expand the Jerusalem operations of 'Blue and White Human Rights'. We also just opened a Twitter account for extra updates in English. Democratic Dilemmas in the War against Terrorism

Amit Eisenman, one of the Institute's researchers, has recently focused on the question of the legitimacy of using singular measures of punishment and deterrence to combat a singular crime – terror. In keeping with our best tradition, we chose to examine the issue by means of a comparative study with the aim of refuting the claim that targeted preventative killings, demolitions of houses and revocation of citizenship are unreasonable means in a democratic regime.

The study examines the use of these three practices in the fight against terror in the member countries of the G7 – Canada, France, Germany, Italy, Great Britain and the US. This study aims to enhance the perspective of decision makers in Israel and to demonstrate how different countries contend with the similar challenges of fighting terror they share. The main findings are presented below:
Regarding targeted killings, 4 of the 6 countries examined maintain armed UAVs (Unmanned Aerial Vehicle) intended for use in this faculty. In practice, in the past few years years, such killings have been employed by 3 of these countries (those with larger armed forces and broader scope of operations).
Although house demolition is a procedure uniquely instigated by the State of Israel, some parallels exist: for example, a person convicted of terrorism in France forfeits his assets to the state.

Revocation of citizenship is the most commonly employed means of those studied: all the above countries employed this practice and apart from Canada, which has foregone its use, revocation of citizenship is still implemented by the other countries. In Italy, a terrorist's citizenship may be revoked even if he remains stateless as a result.

The Institute's Activities

'Blue and White Human Rights'

In recent years, 'Blue and White Human Rights' has focused on the issue of Arab laborers working within the Green Line: the conditions of their passage to and from Israel, work permits, preservation of workers' rights etc.

Ahead of the coming year, we also are extending our activity to residents of East Jerusalem. On the understanding that preserving a united Jerusalem (what - you haven't been on one of the 'This is Jerusalem' tours yet?) and the peace in the city both require putting an end to the neglect of its eastern neighborhoods, we will strive to strengthen the connection between the local population and Israeli authorities.
In order to achieve this, we will cooperate with the chairman of the Zur Baher Community Council, Dr. Ramadan Dabash (in the center of the picture with Institute CEO, Miri Shalem, and our Field Coordinator, Nicolas Touboul). Dabash is one of the leaders of the current trend of Jerusalem's Arab population's integration with Israel.

Ahead of the upcoming academic year, we are opening our new intake of interns! Any student identifying with the Institute's values is invited to submit his/her candidacy for the following fields:
